So at every forum I go to I observe, Post a little here and there before I give the pointers and suggestions
Anyway here's some things I will suggest on:
New Sections:
An Art Section
The work really well - especially for Artists
Forum Games
These really attract members, They are fun an keep the forum active
RPG Section (Roleplaying Section)
Although I personally don't RPG Much, some forums have gone quite popular with them
Writing Section
A lot of FanFic writer go round the forums looking for a section like this
There are more things as well, though they'll need more members before I suggest them

Art Section, yes.
Forum Games, I can add a sub-forum in General for that.
RPG Section, I do not know how I will manage to pull that.
Writing Section, Can also be in the General Section I suppose.

You can explain here, I'll just break it down. First, you create a thread on the topic (most likely pokemanz). Next, you create your own story and characters. Really, you just make a story where everyone pitches in.
